In a lively debate on live television, two of Ghana's top policy experts, Bright Simons and Senyo Hosi, found themselves in a heated exchange regarding the role of the Ghana Gold Board (GoldBod) in tackling the issue of gold smuggling in the country.

During a segment aired on ChannelOne TV, Bright Simons, who holds the position of vice president at IMANI Africa, expressed skepticism about the effectiveness of the GoldBod in completely eliminating gold smuggling. He firmly stated that the board's efforts to combat this illicit activity have not been sufficient, noting that the continued arrests made by the GoldBod serve as evidence that the problem remains prevalent.

"To effectively combat smuggling, it's crucial to focus on law enforcement-driven intelligence operations rather than relying solely on incentives," he explained. "Moreover, if smuggling persists, which the GoldBod acknowledges through its ongoing apprehensions, we must abandon the notion that they have magically eradicated all instances of it. The exact figures simply remain unknown to us."

However, this perspective did not resonate well with Senyo Hosi, who serves as the Chief Executive Officer of the Ghana Chamber of Bulk Oil Distributors. He countered Simons' claim by insisting that the GoldBod has never asserted that it has completely eradicated gold smuggling from Ghana.

Hosi further argued that the rising figures in Ghana's gold exports can be interpreted as a sign that the GoldBod is making strides in mitigating smuggling activities.

In response, Simons reiterated his stance by stating that the data he possesses indicates that no significant progress has been made in addressing the gold smuggling dilemma.

"While estimating the dynamics of smuggling can be challenging, we are aware that the incentive structures have not evolved," he remarked. "When we analyze the importing side of the equation, the numbers suggest that these discrepancies continue to exist."

At this point, Hosi interjected, pressing Simons to back up his claims with concrete data. "What evidence do you have for 2025 that supports your assertion? Don’t just say ‘our data.’ We need to see the data. You keep making statements about having information, yet you fail to present it. The data just doesn’t appear to exist," he challenged.

He added, "Make sure to share what the UAE informed you about, which supposedly indicates that gaps remain."

Simons replied by maintaining that there are indications of issues from the gold market offtakers, but Hosi interrupted him again, insisting that he provide the data he claimed to have.
